To Whom it may concern,

 

I am a concerned parent who speaks for a multitude of parents, families, and students who are suffering a grave injustice. The injustice of losing America's children to suicide. The injustice of being forced to home-school our children. The injustice of students who are forced to drop out.   When students are faced with being assaulted, harassed relentlessly over time it destroys them emotionally. Adults in a workplace are not allowed to assault or harass one another. They have laws in place to protect their rights as human beings. Are our children not worthy of these same rights? Of course, they are. Their rights as non- violent children should be even more protected against the dysfunctional behaviors of troubled aggressive students. Behavioral counseling needs must be met to stop the dysfunctional cycle. Students at risk are being "LEFT BEHIND" -&- "ABUSED"

 

Troubled students come from troubled homes. These families are not capable of teaching their children civility. They need help as well. Consequences of fines, community service, mental health evaluations, and therapy will get the attention of the bullies and their parents.

Why aren't students protected? 

 

(1.) "Conflict of interest."

 

Schools districts receive grants and new students when their safety data appears to be in order. Why would they want to bring attention to their out of control dirty laundry? To raise achievement levels, stop dropouts, suicides, mass shootings, bomb threats. Schools need a third party to evaluate safety. Online Questionnaires should be required by parents and students at the beginning of the school year and the end of the school year to determine the level of violence and harassment that occurs. This is the only way we will see "TRUE" statistics.

 

(2.) "Bully Reports denied"

 

(a.) The majority of students who report bullying in the beginning stages are ignored, not documented, not reported. The issues escalate to extreme abuse as the aggressor is not corrected and finds pleasure, power, and fame in tormenting a peer. The student who is being attacked finds out quickly not to make any more reports. They interpret the inaction of the school district in this way. "I must be worthless." " I don't matter to anyone."  "No one care about me."

Parents plead with Principals, Superintendents, and school boards. Parents have been escorted off the property. Arrested for disorderly conduct, Banned from their children's school. Numerous formal complaints to stop their child's suffering is repeatedly denied. Police reports are not made.

 

(b.) Excuses school districts use

I didn't see it. No one reported it. It was mutual combat. I'm here to teach not get involved in behavioral issues. I reported it to the Principal and was told if I can't handle my class I don't need to be here. Parents should teach their children good manners at home. Boys will be boys. It's not serious enough to report.

 

(3,) "Teachers and Counselors fear losing their jobs for making reports"

 

I've been contacted by many Anonymous Teachers and Counselors who have witnessed bullying violence by "Student on Student" and "Staff on Student abuse"

 

Some will come forward as Frank Hammond a counselor in Dallas TX who was conveniently let go after making a report to CPS.  Bullies who had been given tickets could fight each other in the basketball cage at school and the staff would bet on them. Another student had a knife and reports were not welcomed by the school. Counselors claim they are burdened with other tasks and cannot counsel students. They fear losing their jobs for complaining.

 

(4.) "Sovereign and Qualified Immunity"

 

Schools are to stand in "Loco Parentis" Stand in parents place to protect our children when we are not present. Sovereign and Qualified immunity defeats this.

The case of (Doe versus Covington County) in short is when a nine-year-old girl was checked out by a stranger on six different occasions. Raped and sodomized and returned to the school. The courts could not hold the school liable for this child's safety. The school is not recognized as a "special relationship" as a school counselor is.

 

With this umbrella of protection, there is no reason for a school district to follow through diligently with the safety precautions for our children. They cannot be held accountable.

 

(5.) Bully Laws

 

The only rights students have against bullying violence is when it includes an issue with race, gender, religion or disability. That leaves the majority unprotected. Parents are told by Attorneys they don't have a case. We can't help you.
